US agency rules that railroads overcharged utility for coal delivery

(Platts) The US Surface Transportation Board, a regulatory agency charged with resolving freight railroad disputes, granted Arizona Electric Power Cooperative an estimated $63 million in rate reductions and reparations Tuesday after determining BNSF Railway and Union Pacific overcharged the utility for coal shipments.
The decision provides AEPCO a 28% decrease in the transportation rate for 2009 and an average reduction of 37% over a 10-year period from 2009-2018. STB said it estimated reparations would total $4.5 million for 2009.
